3268381 - Error "Couldn't open file "dev_hwid"" when using SWPM tool

Symptom

During installing new system by SWPM tool, issue happens during installing temp license.

sapinst_dev.log

An error occurred while processing option SAP BW/4HANA 2021 > SAP BW/4HANA Server > SAP HANA Database > Installation > Application Server ABAP > Standard System > Standard System (Last error reported by the step: Process call '/usr/sap/SID/SYS/exe/uc/linuxx86_64/saplikey pf=/usr/sap/SID/SYS/profile/SID_D00_hostname -install_first_temp xxx XXXXXX' exits with error code 2. For details see log file(s) saplikey.log, dev_slic).

Log files are written to /<path>/sapinst_instdir/<product>/<DB>/INSTALL/<TYPE>/ABAP

saplikey.log:
*** ERROR => 20 likey_admin_clt: Couldn't open file "dev_hwid" (Permission denied). [likeylat.c 508]
E 20 likey_admin_clt: Couldn't open file "dev_hwid" (Permission denied).
