3269296 - Adjusting Vehicle Capacity for an Optimizer Run

Symptom

The requirement is to increase/decrease the capacity of a vehicle resource from 100% to a certain percentage for VSR optimizer planning. The KBA '2360689 - Capacity Constraints in Planning Profile ignored in SAP Transportation Management' was already checked but exact threshold constraints is needed to modify the vehicle's capacity. E.g. the requirement is to decrease vehicle resource capacity from 100% exactly to 80% or increase it to 140%.
