3269298 - ERROR => RSecSSFs: Key file "..\SYS\global\security\rsecssfs\key\SSFS_.KEY" has wrong type code

Symptom

System cannot start due to db connection failure.
trans.log shows:

*** ERROR => RSecSSFs: Key file "\\..\SYS\global\security\rsecssfs\key\SSFS_.KEY" has wrong type code [rsecssfs.c 1679]
*** ERROR => RSecSSFs: Waiting cycle number 1 for 600ms, then retrying [rsecssfs.c 2913]
*** ERROR => RSecSSFs: Key file "\\..\SYS\global\security\rsecssfs\key\SSFS_.KEY" has wrong type code [rsecssfs.c 1679]
*** ERROR => RSecSSFs: Waiting cycle number 2 for 600ms, then retrying [rsecssfs.c 2913]
