3269642 - Data action steps that have no source data still take execution time in SAP Analytics Cloud for Planning (SAC)

The following behavior occurs in SAP Analytics Cloud for Planning (SAC):

• You have a data action that has some steps. Although no data exists as the source of one step (for example, all members are excluded from Memberset syntax), this step still requires some seconds to be processed.

• SAP Analytics Cloud (Enterprise) 

1. Run a data action.
2. Check the execution time from the data action monitor.

Data action scripts create HANA stored procedures and they are executed when you execute the data actions.
The HANA stored procedure is processed on your model and there is a mandatory execution time to process HANA stored procedure.
Although there is only one or zero fact record in the calculation scope, the stored procedure is processed for all defined and out of the calculation scope.

Generally, the data action execution time is a proportionally increasing number of the calculated results. But the data action HANA procedure is processed with or without calculated result anyway, so there is a mandatory execution time to execute the data action.
The data action processes and retrieves data to calculate for defined calculation scope regardless of existing or not existing fact records.  

This is the designed behavior.
