3269714 - Unable to delete the users despite having XSA Admin User role

• User creates the XSA Admin user and gets assigned with the role collections [XS_AUTHORIZATION_ADMIN] , [XS_USER_ADMIN]  and [XS_USER_PUBLIC].
• When user tries to delete the other user from XS Cockpit and gets the error - "Unable to delete user".
