Symptom

  • An error pops up when adding a Goal Plan task.
  • Error: ONB2_GOAL_TRANSFER: ExecutionException while upserting goals for process with applicantId: XXXXXXXX: com.successfactors.coengine.error.detail.COGeneralForbiddenException: you do not have permission to create/edit the goal or group goal

Reproducing the Issue

  1. Add a goal plan for candidate
  2. Receive the error message in the BPE:
    ONB2_GOAL_TRANSFER: ExecutionException while upserting goals for process with applicantId: XXXXXXXXXXXXX: com.successfactors.coengine.error.detail.COGeneralForbiddenException: you do not have permission to create/edit the goal or group goal

Cause

Only the employee and the direct manager may create goals in a user's plan.

Resolution

Note: As a customer, you do not have access to Provisioning. To complete tasks in Provisioning, please contact your Implementation Partner.
If you are no longer working with an Implementation Partner, you can raise a Change Request to SAP Support.

How to check the permission:

  1. Go to Provisioning > Company > Import/Update/Export Goal Plan Template. A list of Goal Plan templates appears.
  2. Select and download the template that you want to modify
  3. Search for <permission for="create"> and you will find the permission section like below:

        <description><![CDATA[Only the employee and direct manager may create goals in a user's plan.]]></description>
        <role-name><![CDATA[E]]></role-name>
        <role-name><![CDATA[EM]]></role-name>

How to solve the issue:

The Hiring Manager who is processing the Hiring Manager Activity must have permissions to Create Goals. To grant the necessary permission, please refer to the Step 11 on the User Assistance Guide Integrating Goal Management with Onboarding
