Symptom

While Scoping New Country in a Change project, getting the error:

“It is not possible to finalize your scope changes; some of your decisions would cause inconsistencies in your fine-tuning settings”

Environment

 SAP Business ByDesign

Reproducing the Issue

  1. Go to Business Configuration work center.
  2. Select on Implementation Project overview.
  3. Choose New and choose on Select Scenario.
  4. Here Add country and choose the arrow.
  5. Press OK and choose Next until step 4.
  6. Review Status: You have not reviewed all of the decision-relevant questions for your solution scope. For the questions not reviewed, would you like to accept the answers preselected by SAP based on best practices for your country and type of business?.
  7. Choose Accept preselected Answers and Enter Title.
  8. Choose Finish.
  9. Finish Project: It is not possible to finalize your scope changes; some of your decisions would cause inconsistencies in your fine-tuning settings. Before continuing with your project, you must either reverse the decisions causing inconsistencies and then click Finish again or click Cancel to cancel your changes entirely.

Cause

The delivered Cost Center Types 10 to 50 are part of every country-specific Accounting Content provided by SAP. Removing them or just part of them will cause foreign key issues whenever new accounting content gets provided or activated for the system, e.g. when scoping a new country.

Resolution

Do not remove these delivered Cost Center Types 10 to 50. In case you do not want them to be used, rename them with e.g. "DO NOT USE" or similar so that colleagues know that they shall not be used within your company, and then add your own Cost Center Types and adapt Accounting Content, etc according to your wishes. ( i.e. Here 10 -50 refers to Cost Center IDs)

A. In case of these Cost Center Types are already deleted and you can still access the Business Configuration: Open the BC activity Cost Center Types and there use the button Restore Default. You can select explicitly which configuration entries you want to have restored.

NOTE: Make sure the activity "Cost Center Types" is added to the change project

To avoid any inconsistencies during the change project merge you should also restore the cost centers directly in the active main workspace. This can be done via

  1.      Workcenter Business Configuration
  2.      Workcenter View "Overview"
  3.      Search for "Cost Center Types"
  4.      Mark the line and press "Change Immediately".

B. In case of these Cost Center Types are already deleted and you cannot access the Business Configuration anymore yourself:

Please contact Cloud Support via incident and provide us also the approval to restore the missing default values. The development support team will then restore them, and once the inconsistencies are solved you can again access the Business Configuration and name these values according to your wishes.

NOTE: There will be no issue restoring the cost centre types if any is (mistakenly) deleted or description is changed. Any cost centres will still be linked with the cost centre type ID itself (10, 20, 30) so all that will change with restoring the defaults is that the description will change as well as the deleted types being added again.
