3271408 - error CX_SY_RANGE_OUT_OF_BOUNDS occurs when running a BW query with a restricted user

Symptom

Running a BW query with a restricted user results in the following error:

An exception with the type CX_SY_RANGE_OUT_OF_BOUNDS was raised, but was not handled locally or declared in a RAISING clause.
Error message Object Collapsed Substring access (offset = 0, length = 1) to a data object of the size 0 exceeds valid boundaries.
Information Message Object Collapsed Position in code >> Row: 243 Inc: LRSEC_CHECKSU18 Prog: SAPLRSEC_CHECKS
