3271524 - Error when importing Extended User Information: "Row does not match header section"

Error importing extended user information:

"The csv file was either missing fields, contained extra fields for certain rows, or certain fields contained invalid format or type. Because one or more errors was detected, NONE of the records have been added to the system. Please correct the errors listed below and reimport."

And the error is specified with the following:

"Row does not match header section"

SAP SuccessFactors HXM Suite

1. Go to Admin Center > Import Extended User Information;
2. Select the data file to import for users > Import Extended User Data File;
3. The error shows "The csv file was either missing fields, contained extra fields for certain rows, or certain fields contained invalid format or type. Because one or more errors was detected, NONE of the records have been added to the system. Please correct the errors listed below and reimport."
4. A list with specific error messages is displayed for each line that is causing the failure: "Row does not match header section"

There are blank values on the columns

System does not accept blank as value to the columns for import. Add column values to the listed rows and try to import again.
