3271724 - [Onboarding] E-Signature step is not triggered for Voluntary Self-Identification of Disability Form

Once the External User completes the Country specific form i.e. Voluntary Self-Identification of Disability. The signature step is not coming and the Compliance Tile disappeared after the step gets completed.

• E-Signature/Docusign is not applicable for Voluntary Self-Identification of Disability Form.
• Since it is not applicable, the E-signature is not triggered. 
• This is standard system behaviour.
