3272754 - ICF System Logon Page is not working

The ICF system logon screen is not working, it is unresponsive, looks garbled, "Logon is being prepared" is shown, the logon is not possible. It happens for different applications like SOAMANAGER, WEBGUI or NWBC. It doesn't happen to Fiori Launchpad (FLP).

In the browser console, there are 500 errors for javascripts and for different fonts. In SM66, program CLUR_MIME_HANDLER can be seen running long.
