3274110 - Not able to edit competencies/skills in JPB

Unable to edit competency- ratings/weights and behaviors under JPB. The box to add/edit rating is missing.

Unable to edit proficiency level for skills under JPB.

1. Search for "Manage job profile content"
2. Select set up families and roles
3. Then go to roles and select any role
4. Click on mapped competencies
5. Unable to edit the ratings and behaviors of the roles in mapped competencies
6. Click on mapped skills
7. Unable to change the proficiency level of the skills.

Expected behavior. We can only add/edit ratings for role-mapped competencies. If competencies are mapped to family, there will be no option to add/edit ratings. 

It is not possible to make any action on the attributes which is been cascaded from family to roles. This is because many roles would have been mapped to family, so changing the attribute (mapped to family) in one role will affect the root node (family) and other roles.

To overcome the scenario either set the details at family level or unmap the competencies from family and map it to role.
