3274304 - Process Variant without PDC activation error - Onboarding

When Activating a Process Variant without a PDC step, it causes an error.

SAP SuccessFactors Onboarding

1. Go to Process Variant Manager
2. Create a new Process Variant
3. Include the following steps: Review New Hire Data, Create New Hire Tasks and Document Flow. Create New Hire Tasks and Document Flow must be parallel. 
4. Save and Validate
5. Click Activate. An error occurred while activating process variant. Please contact your system administrator.

This is an regression issue.

This issue is fixed in 1H2023 release.
