3274666 - APD file output default encoding

Symptom

In a unicode system, APD uses default encoding UTF-8 when creating and opening files. This is hard coded (method CL_RSAN_UT_APPSERV_FILE_WRITER->OPEN) and cannot be changed.

As a result, it may happen that opening an APD-generated .csv file in an external tool, such as Microsoft Excel or a text editor, the file contains unreadable/unexpected characters if it was not opened/imported with UTF-8 encoding.
