3274925 - Not able to connect SAC live connection in AO with specific SAC user roles

In AO, some users are unable to connect to SAC live connections, it fails with error:

Failed connecting to 'https://[sactenantname]/api/v1/internal/connections?context=InA&tenant=2': The remote server returned an error: (401) Unauthorized. 
Server response: {"status":401,"message":"HTTP 401 Unauthorized"}

User can logon SAC without issue in browser.
Issue does not occur if the SAC user's role is BI Admin or BI Content creator, but only occurs when SAC user role is BI Content Viewer, or Digital Boardroom Viewer.
