The cause of the issue that you have configured service ManageAttachmentFolderIn is bound to business objects CUSTOMER and SUPPLIER

If you create the communication scenario for web service ManageAttachmentFolderIn in order to read business partner, customer or supplier attachments, you have to enter the business object BUSINESS_PARTNER_TMPL (BusinessPartner_Template).

Please change the communication scenarios as per above statement. As you can't edit a communication scenario for which a communication arrangement exists, you need to cut that connection first.
