The cause of the issue that you have configured service ManageAttachmentFolderIn is bound to business objects CUSTOMER and SUPPLIER
The attachment folder web service manageattachmentfolderin is very stable. The same blog also has a troubleshooting section which also contains specialties of business partner / customer / supplier attachments.
if the web service ManageAttachmentFolderIn returns attachment content for certain business objects but no content for a business partner (customer or supplier) attachment. These are exactly the scenarios described in the "Trouble Shooting" section of the blog.
If you create the communication scenario for web service ManageAttachmentFolderIn in order to read business partner, customer or supplier attachments, you have to enter the business object BUSINESS_PARTNER_TMPL (BusinessPartner_Template).
Please change the communication scenarios as per above statement. As you can't edit a communication scenario for which a communication arrangement exists, you need to cut that connection first. When editing the communication scenario, the value help does not show the business object BusinessPartner_Template, but you need to manually enter “BUSINESS_PARTNER_TMPL” in field Business Object Proxy Name. Once you have changed your communication scenarios accordingly and use them in a communication arrangement, this should work fine and return attachment content.
