MATCHINGUSERCONFIG is configured but Internal Hire is not respecting the configuration.

The system is working as designed.

The MATCHINGUSERCONFIG is only applicable for hire and rehire actions - it is not supported for internal hires. This means that, for internal hires, it does not matter whatever is configured in the MATCHINGUSERCONFIG object.
