TTX1 for export is not being determined.

In SAP S/4HANA Cloud the pricing conditions 7 and 8 are assigned to access sequences. The condition 8 will check the export, a valid export scenario between business is if the country of departure and destination country are different. If both countries are members of the EU, system additionally checks if a VAT registration number is maintained. In this case, the condition 8 (export access) will be relevant only if a VAT number is found in the previous partner determination. 

However, if no VAT number is found in the partner determination, export access is taking as NOT relevant. Instead, the system takes as relevant the Pricing Condition 7 the access for domestic business. That means, if the country of departure and destination country are EU members and the VAT number is not available, this condition 7 is met by the system logic.

In case customer scenario is a custom routine, please check the code/logic behind the requirement 8, as per not note 2885513.

As final additional information, briefly explaining about how the system checks the VAT: SAP system will always first check the destination country and then searches for a VAT registration number in this destination country. If there are others VAT registration numbers maintained in the customer master for different countries, system will checked if the tax destination country does not equal the partner country.

Also, VAT number determination is made based on the VAT number determination rule. This rule can be maintained under following path to each sales organization:

1. Open Manage Your Solution app (In CBC go to configuration activities).
2. Go to Configure Your Solution and search for configuration step Maintain Determination of Value-Added Tax Registration Number (SSCUI ID 103110).
