3275774 - PLU-5754 External RBP groups is not appearing

Release feature PLU-5754 (Target Criteria for External Users) is not working for the customer.

SAP SuccessFactors HXM Suite

1. Log onto affected system with provided access. 
2. Go to Manage Role based permissions. 
3. Edit permissions.
4. Go to target population. 
5. See there is only the old button present and not the new button to add external user groups as per PLU-5754

This is working as designed, customer does not enable ONB and External Learning User (LMS) in their system.

Enable permissions in provisioning as per: 

1. Log onto provisioning. 
2. Go to Company Settings. 
3. Enable External Learning User & Onboarding (including Internal Hire Process) as per screenshot below. 
4. 
5. Save.
