All users can view comments in Report Story
All users who has access to Story Report can add comment

Reproducing the Issue
1. Open or run a Report story
2. Click on Action button (...) beside one of the widgets
3. Select Add then comment
Cause
Expected behavior: Currently, the all users of Story report are able to add comments and the comments are visible for all user of story report.And the "Add Comment" functionality is not able to be disabled or to be hidden.
Resolution
An idea ticket is already available in Influence site:
