3277905 - When downloading a file from the EPM Add-in SP38 or newer, the file is using the UTF-8 BOM format.

Symptom

When using the 'Download Data' menu to download a file from the Data Manager tab for the EPM Add-in, the downloaded file is using the UTF-8 BOM format where in older versions of the EPM Add-in the UTF-8 format was used.

- NOTE: This change in format causes issues within other third party applications that do not expect/use the UTF-8 BOM format when trying to upload the file.
