3278464 - Service Availability Management - Save Outage Failed when trying to create outages of past dates - "outage is outside the system availability".

Symptom

When trying to save a manually created outage the system displays the error message "Save Outage Failed" and when clicking on f12 in the browser it shows the error message "outage is outside the system availability".
