3278848 - STMS transport forwarding not working after upgrade NUC to Unicode.

Symptom

After upgrade from ECC 6.0 EHP7 NW 7.40 NUC to ECC 6.0 EHP8 NW 7.50 Unicode, stms no longer is able to transfer data & cofiles when trying to forward the request from test to prod .
Error info:
This is tp version 381.23.81 (release 753, unicode enabled)
Warning: Parameter DBLIBPATH is no longer used.
Addtobuffer failed for ABCK9XXXXX.
Neither datafile nor cofile exist (cofile may also be corrupted).
