3279064 - Centralized Services: Inconsistencies with new duplicate Emergency Contact validation introduced in 2H 2022 release with 'Edit Details' option - CS2H2022

Symptom

Validation occurs only when pencil icon or Edit details of duplicate records with switch Enable Centralized Services for Emergency Contact (Applicable for data imports from UI and API and saving changes on Editing UI) under Company System and Logo Settings. Validation is not happening with Edit details of unique records.
