3279288 - SCC: Switch from LDAP to File based user store fails

Symptom

Running ./useFileUserStore.sh script fails with below error: 

Oct 22, 2021 9:14:11 AM com.sap.scc.jni.NativeLibrariesInitializer initialize
INFO: Load native library libsapscc20jni.so from /opt/sap/scc/lib/native
Error: java.io.IOException: parseAlgParameters failed: ObjectIdentifier() -- data isn't an object ID (tag = 48)
