3280046 - Unable to create a new Billing Document Type in S/4HANA Cloud

After navigating to Define Billing Types the user tries to create a new entry however the new entry button is grayed out/unavailable.

This is by design.

Restrictions have been applied to the underlying customizing view to prevent a cloud customer to create new entries.

New billing types can only be delivered by SAP as part of a new business process, which then includes all the necessary configuration.
