3280106 - "Extractor Setup" activity failed with error "CX_AI_SOAP_FAULT : SoapFaultCode:4 An unexpected exception occured during the processing of this Web Service:" for all systems

Symptom

While executing the activity "Extractor Setup" in Managed System Configuration, it failed with the following errors:

"CX_AI_SOAP_FAULT : SoapFaultCode:4 An unexpected exception occured during the processing of this Web Service : com/sap/sup/admin/compinfo/exception/ComponentInfoException(cause=com.sap.engine.boot.loader.SAPClassNotFoundException com.sap.sup.admin.compinfo.exception.ComponentInfoException)"

You also get the same error message while trying to check the version of SAP Host Agents in step "Assign Diagnostics Agents".
