3280162 - Error occurs when message definition contains '%' special character

Symptom

A rule has been configured to trigger a message with the special character '%' in it. But, an error is thrown instead of the message text (in time off take rule).

If the same message is used in a job information rule, then no message is shown as the rule fails during execution.
