3280684 - Incorrect Carrier Ranking proposed in case of Business share Hierarchy

Although you may have your preferred carriers from trade lane, a Business Share is created with distribution for few carriers. The expectation is carrier should be chosen based on the BS only and the ranking should consider all the carriers from transportation lane. This may not happen always as the penalty costs defined in the BS is not applicable for those carrier which are not part of the Business Share definition. This may lead to the fact the carrier which is not part of the BS may have the cheapest cost and optimizer will propose to choose that carrier.
