3280937 - During upgrade to S/4HANA 2022 dispatcher shows in STARTING Status

1. SUM cannot continue the upgrade as server status remains STARTING as seen in sapcontrol command:

SAPup.ECO: (under SUM log files) shows below information:

2. Since upgrade is running, you are only able to login with DDIC user in client 000.
