When generating Material Ledger documents the time is based on UTC Time Zone, rather than the one defined in settings.

SAP S/4HANA Cloud
Cause
This is a Standard Design of the System.
Resolution
The current time of the application server is used for entry time of document header, that is UTC by default. Since it is a very central place and consumed by many processes within material ledger, it's not possible to change.
