When deleting request from infoobject using function "Delete All Requests from All Tables when no Master Data is available" in BW/4 cockpit there is following message which blocks the deletion even though there is no master data. And you have already tried "Delete Master Data" before running "Delete all requests".
Enhanced Master Data Update cannot be used for char. [Infoobject technical name] due to requests.
Master data records exist. Use master data deletion to clear the tables.
