Permissions for Emails Services tool are not working. Granting one or all permissions make no difference and the user can see all tools.

Cause
System behavior.
Resolution
This is a missing functionality. Selecting only one or all permissions in "Configure Email Framework Permissions" will make no difference as the user will have all accesses.
There is no way to control access to individual tools inside the email services.
