Cause

PLT updated Write Access Permission Control of ExternalUser and ExternalLearner APIs in 2H 2022 release.

Resolution

Internal users now need both user search and user import permissions to upsert external learners and external users using the ExternalUser and the ExternalLearner APIs.

You can enable user search permission under Admin Center Manage Permission Roles General User Permission User Search. As for user import permission, depending on your system configuration, the permission is called either Employee Import or Import Employee Data.
