3284264 - SU01 | Button "Create Technical User" is missing

Symptom

In SU01 there used to be a button called "Create Technical User":

After an installation of a new system, this button is missing:

"Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental."
