3284653 - Not able to delete a stet in Process Variant - Onboarding

It is not possible to delete a step in Process Variant, only some of them are available to delete.

Parent x Child relationship

Expected behavior: There is a Parent x Child relationship designed. It is only possible to delete the child of each step and not possible to delete the parent if it has a child.
