If the Statistics Value field has been set to X or Y for a rejection reason in the Define Reasons for Rejection configuration activity, sales order items with this rejection reason are not shown in the Incoming Sales Orders - Flexible Analysis app.

Don't set Statistics Value in the Define Reasons for Rejection configuration activity, if you want to show related sales order items in the Incoming Sales Orders - Flexible Analysis app.
If you think the standard report is not suitable for your case, you can build your own report (for example, adding your own logic and filter) based on CDS view I_SalesDocumentItem.
