3285930 - Scheduled Program - Incorrect Withdrawal Notification Being Received

After withdrawing from a class that is associated with a scheduled program, the learner receives the class cancelation notification (SystemScheduleCancellationNotification) instead of the withdrawal notification (SystemUnenrollmentNotification).

This issue only happens when withdrawing from class that is part of a scheduled program. Email notifications are sent correctly when withdrawing from a class that isn't part of a program. This isn't dependent on the Course Home setting.
