3286023 - Error during upgrade phase 'MAIN_UPTRANS/STARTSAP_PUPG'

Symptom

While performing an upgrade using the Software Update Manager (SUM) an error occurs in the phase 'MAIN_UPTRANS/STARTSAP_PUPG':

Checks after phase MAIN_UPTRANS/STARTSAP_PUPG were negative!

Last error code set:
SYSTEM MANAGER: START SYSTEM of mandatory instance 00 on server <hostname> has
failed.
System start failed

SAPup.ECO contains below error:

EXECUTING /usr/sap/<SID>/DVEBMGSXX/exe/sapcontrol -prot NI_HTTP -nr 01 -function StartService <SID>

StartService
FAIL: Service definition not found in /usr/sap/sapservices.
