3286159 - "This Person ID already exists. Please enter a new unique value" Error Rehiring External and Saving Draft

Symptom

When rehiring an inactive contingent worker, after accepting the match, you receive an error about the user ID and person ID already existing. This happens when using the "Save Draft" option.
