3286283 - SNOTE: Implementing SAP Note (which contains only manual changes and no automatic CI) in Production System

While trying to implement SAP Note (which contains only manual changes and no automatic CI) in Production system.

• The manual changes will be captured in a Transport request as per KBA 2978948 which can be imported to next systems. 
• The implementation state of the SAP note will not be updated as the Implement action is not permitted in Production System.
• The implementation status will still be marked as "Can be Implemented" in SNOTE.
