3286979 - Permanent Time account : "No rule assigned" Error despite a valid HIre rule

• Hire Rule is not selected for Time Account Type "Permanent" and "Accrual Frequency Period" = Once only
• The Time account has been re-created correctly and the effective date of the rule, Account start date of the Time account type, Time Account typer Eligibility Status correct are as per the configuration. 
• In the "Time Account Process Simulator", the Message says "If there are effective dated rule changes, note that the accrual period start date 31/12/1899 is used for rule selection." and there is no effective dated record on the rule from 12/31/1899.
• The Accrual period start date on the Time account process simulator reads: 31/12/1899 and the Error message comes up as "No Rule Assigned" despite having a valid Hire Rule in Place
