Assign responsible group rule shows unassigned when we have rules created for onboarding and offboarding.

When creating rules to assign a responsible group for reviewing New Hire data or Employee data during both onboarding and offboarding, the rule appears as unassigned. Attempting to assign the rule results in the following message:

This rule cannot be assigned explicitly. The system selects a responsible group for New Hire Data Review or Employee Data Review. IMPORTANT: Please ensure there is only one instance of the rule available in the system. If multiple rules are found, none of the rules will be executed.
