3288827 - Reports - Multiple control owners not listed

Symptom

When we have multiple control owners assigned to a control (and the assignment is still valid), only one owner is shown in the Report in column “Owner (Control) and also in the control owner ID-column. We would expect both users to be shown in the columns for the respective control and entity.
