3289209 - Failed to create connectivity service instance with plan connectivity_proxy

Customer want to create connectivity service instance with plan "connectivity_proxy" and Environment "Cloud Foundry" but it shows error message in cockpit.

"Couldn't create service instance '<instance_name>'. Please try again. If the problem persists, open a support incident. "

This issue happens in scale-out landscape. (Cloud foundry is enabled in extended landscape eu10-00x, us10-00x, etc)
