Finish steps in App Edit Actual Costing Runs and check the Still Open column.

Check the configuration for steps Preparation, Settlement, Post Closing. There are settings:

Process selected Materials / no Activities
Process selected Activities/ no Materials

You may have opened one of these two buttons.

These options mean the same as their descriptions. If one of the buttons is open even nothing entered, Activities or Materials will be excluded from processing.

Make sure the buttons are closed and execute the steps again.
