3290105 - Opening Fiori UI5 application fails with "Unable to open app. Please try again later"

Symptom

When opening an UI5 application via Fiori Launchpad, getting error "Unable to open app. Please try again later". 

Additional symptoms:

  • Application resources attempt to load from /sap/bc/ui5_ui5/ui2/ushell/resources/.../<repository> rather than from /sap/bc/ui5_ui5/sap/<repository>, but fail to load with a 404.
  • The /sap/bc/ui2/start_up?[...] request indicates that the manifest for the application could not be found.
  • Running /ui5/app_index_calculate on the repository does not result in errors.
