3290546 - Why is an Issue Management project still visible for a removed control on my control-based Engagement Request?

• An Issue Management Project associated with a risk control remains active and visible under the Issues tile and through API endpoint GET /issues/{workspaceId}, even after the associated control is removed from the Engagement Request.  
• Notifications for Issues continue to be sent, even though the Issue Management Project is no longer required due to the removal of the risk control.
