3290983 - Cannot logon Webgui with Javascript error

Symptom

Cannot logon SAP GUI for HTML (WebGUI) with inputting logon credential manually, after click on logon button, F12 developer tool shows below error in console tab:

Uncaught SyntaxError: Unexpected token '<' (at domainrelax.js?...)
webgui?sap-client=000:1 Uncaught ReferenceError: ur_relax is not defined
    at webgui?sap-client=...
(anonymous) @ webgui?sap-client=...
lightspeed.js?... Uncaught SyntaxError: Unexpected token '<' (at lightspeed.js?...)
webgui?sap-client=... Uncaught ReferenceError: UCF_LS is not defined
    at new SL_SystemLogin (webgui?sap-client=...)
    at SL_SystemLogin_init (webgui?sap-client=...)

Further testing service node: ping (https://hostname:xx/sap/public/ping?) in transaction SICF, it returns a login.
