3291844 - "Sorry, we could not authenticate you. Try again" error message seen in IAS login

Symptom

When trying to Log On to SAP Cloud Identity Services (IAS) tenant, the following error message can be seen:
"Sorry, we could not authenticate you. Try again" 

Note: It may happen that users are able to logon after using "Forgot Password"; however, at the next login attempt, the newly set password does not work anymore.
